Schematics for the HDR and related devices are supposed to be freely available online now, but are difficult to find unless you're willing to pay. I'll post what I do come across. This Multi-Verse Resonator circuit diagram comes from the files of The Wayback Machine, an online archive of extinct websites, and was originally posted on a site called MadScience which dealt with the problems of time travel, psychotronic machines, and pseudo science.
Though this isn't the exact circuit which was used for the HDR it bears many similarities. This device uses the same odd control circuit, with a series of six rheostats rather than the two in the HDR. I've not been able to observe any effect on the vibrational rate of the electromagnet in the HDR no matter how I set the controls. In this diagram it appears that one half of the AC signal's amplitude can be reduced, which would create a signal biased with a DC voltage unless I've been away from schematics too long and am misreading this.
The HDR schematic I have is even less detailed but I'll post it here soon. What's missing from these circuits is an explanation of the electromagnet, which if I understand the thought behind this correctly is wound in an unusual way and supposed to create a special effect.
I think of most of the controls in the circuit as decoration. Psychotronics, radionics, and ouija boards all seem to use the same general principles and in essence are a lot like magic wands. They provide a vehicle and a form for thought and intention.
